"Impario" is the spell toddlers use to ensure they are TOTALLY in your way when trying to "help" you do something. Also used by/on household pets.
Unless...do you think the author was suggesting something else with that "Impario"? Something Lucius will only notice, ah, later tonight at bedtime?
