Second, as someone who suffered through a completely crappy 9th grade and escaped to another school, which was wonderful, I agree - get Justin out. "Tough skin" and all that are nothing if you're miserable. You've taught Justin to be a wonderful person, and it's a completely great lesson to see that you can improve your situation and that you don't always have to stand a lousy place.
