legal conundrums

Boy, you know, when an Obs-Gyne resident asks you to help with some of the legal aspects of a paper on assisted reproduction, and you look over his paper and think, no problem, I should be able to look up all of that in like an hour... you really shouldn't tell him so. Because then it's somewhat awkward when you've been searching QuickLaw for one of the factoids for a couple of hours, and are completely and utterly unable to find it.
Why the hell is surrogacy illegal in Quebec? And how come everybody seems to know that, but nobody can point to the statute that spells it out?
And why does Quebec have to have civil and not common law, rendering my feeble skills at research learning in my English Common Law program utterly useless?
Feh. I think I'll have to give up on this one and go on to the next bit he wanted me to check on, the background to the recently passed Assisted Reproduction Bill. And let's hope I can find that at least.
