I find a message board where someone asked just that question while researching for a short story. Among the various replies referencing biology, physics, and works of sci-fi, comes the following reply:
You've got to remember evolutionary pressures are based on breeding success rates (balanced against viability of the offspring). In the UK, for example, the evolutionary pressure is towards less intelligent people who don't care for their offspring. That's because the state is paying the people with these characteristics to breed and then supporting their offspring.
